The Brad Harley Construction Company is continually working on many projects, from large developments to custom homes. We are proud to announce our most recent project, "Cliffs Over Maple Bay".
Cliffs Over Maple Bay

Located in the Cowichan Valley less than an hour's drive north of British Columbia's provincial capital, Victoria, the Cliffs combines a planned community including a Greg Norman Signature Design Golf Course, individual home sites, attached dwellings and a luxury hotel.
Overview
The Cliffs have entered into a contract with the Greg Norman Golf Course Design Company to design and oversee construction of the 140 acre first class championship length golf course and teaching facility. Greg Norman and his staff visited the site on August 25th of 2004 to review the site conditions and finalize the routing plan for the golf course. Construction of the golf course began in late September of 2004.
The final routing will be a 6891 yard, par 72 layout that will utilize the full range of terrain available. The course will have paved concrete cart paths throughout. The current Land Use Contract allows us to build seven hundred single family home sites. All services (storm, sewer, water and gas mains) have been sized to accommodate the expansion of the Properties development.
The Cliffs is asking to rearrange that number to approximately three hundred and sixty single family home sites, and two hundred and fifteen multi family units with the balance of the one hundred and twenty five units on the hotel site.
The following images show construction in progress.
The Region
The Cliffs Over Maple Bay is located in the Cowichan Valley on Vancouver Island, 45 minutes north from Victoria, the provincial capital of British Columbia.
Vancouver Island
A paradise on the Pacific coast of North America, Vancouver Island is one of the largest islands in the world. Travel and Leisure Magazine recently rated it as the third best island in the world. And it is consistently ranked as one of the top places to live in Canada… sought after by those who are looking for a quality of life that includes a year-round outdoor climate and scenic beauty.
The Cowichan Valley
Cowichan in the language of the local first nations’ band means “Warm Land” and the Cowichan Valley boasts the highest average monthly mean temperatures in the country. Add in microclimates where the annual rainfall is less than twenty inches a year and you have one of the most temperate climates in Canada.
The Valley was recently named one of the top ten rural places to live in the country by Harrowsmith magazine. Still, the catchment area for the Valley exceeds 75,000 people and the community enjoys a rich cultural scene and all services including a full size hospital.
The Cliffs’ Property

The property is located mere minutes from the regional hub, Duncan. It overlooks the Strait of Georgia and Maple Bay, one of Vancouver Island’s most sheltered moorage spots. The 300 acres purchased by the company is currently zoned under a Land Use Contract with the District of North Cowichan for 700 single family home sites. This development was formerly known as The Properties at Maple Bay and is bordered on two sides by Municipal Forest Reserve which accesses Mt. Tzouhalem. Mt. Tzouhalem is known world wide for its mountain biking, hiking and walking trails.
Nearby Cities
The Cowichan Valley is close to an amazing choice of urban centers. Via road, rail, ferry and plane, you are within easy reach of any number of major communities. The picturesque, tourist-friendly city of Victoria is just under an hour's drive. This tourist mecca attracts travellers from around the world. Add in a resident population of over 320,000, and you've got a city that offers all the major amenities.
The vibrant and cosmopolitan city of Vancouver, with a regional population of close to 2,000,000, is just a short ferry ride away and is consistently ranked as one of the top cities in the world. It and the nearby world renowned ski resort of Whistler will pay host to the winter Olympics in 2010.
For those coming from Seattle, Washington, it is almost as close and is accessible by ferry from Port Angeles on the Olympic Peninsula.
